We are the children, the spouses, the brothers and sisters, the loved ones. Through the Stand For Our Parents support committee, we carry the voice of families before international institutions.

Who We Are

Stand For Our Parents (SFOP) is an association that brings together the families, relatives, and support committee of detainees tried by the International Criminal Tribunal for Rwanda (ICTR), now placed under the jurisdiction of the International Residual Mechanism for Criminal Tribunals (IRMCT).

Why We Act

A plan to transfer detainees currently held in Benin and Senegal to the Republic of Rwanda is under review by the United Nations.

We believe this decision raises serious concerns under international law and for the dignity of families. On 6 April 2026, the detainees themselves formally expressed their opposition. In May 2026, we addressed a formal letter to His Excellency the Secretary-General of the United Nations.

We carry this voice with restraint, in strict compliance with the rules of institutional dialogue.

Our Cause

Our loved ones are serving their sentences, handed down by the ICTR, in correctional facilities in Benin and Senegal, under the supervision of the United Nations. Others, acquitted or having fully served their sentences, are held in a safe house in Niger, without clear legal status, awaiting relocation.

A plan to transfer them to the Republic of Rwanda is under review. We believe this plan raises serious questions with regard to several fundamental principles of international law: the principle of Ne bis in idem, the principle of non-refoulement, the informed consent of the detainee, and the commitments made by the United Nations toward individuals placed under its jurisdiction.

We formally oppose this plan within the framework of institutional dialogue, while proposing concrete alternative solutions.
